passes bill to curb google.
The world's first 'Google Abuse Prevention Act' passed by the Judiciary Committee
Blocks the forced introduction of in-app payments by application market operators such as Google and Apple, passed the National Assembly Legislation and Judiciary Committee after many twists and turns. If the last remaining procedure, the plenary session, is passed, Korea will become the first country in the world to enact the in -app payment regulation law.
As this is the world's first legislative case to check the yranny of global platforms, it is expected to affect the US and Europe as well. A similar bill is currently being introduced in the U.S. Senate.
According to the industry, the Judiciary Committee handled the Google power abuse prevention law by the ruling party alone at a plenary session early on the 25th. As the People's Power lawmakers left before the bill was passed, the ruling party was treated alone.
The Google Prevention Act went through from the Science, Technology Information and Broadcasting and Communications Commission to the Judiciary Committee, solving trade frictions with the United States and overlapping regulations with the Fair Tnrade Act. Therefore, it is expected that the plenary session will pass without any disagreements.
In-app payment is a method of paying for paid goods such as games and contents in the app only through the payment system created by the app market operating company. The app developer must pay 15-30% of the user's payment as a fee to the app market operator. Previously, Google announced a policy to implement in-app purchases for all digital content, such as webtoons, web novels, and music, as well as games downloaded from the app market 'Google Play Store'. At this time, as the commission rate increased significantly from 15% to 30%, the domestic digital content industry such as webtoons and web novels strongly protested.
This is not just a domestic problem. As opposition to Google's policy grew sharply abroad, Google announced that it would postpone the implementation of the policy from October this year to March 31 next year only for companies applying for it.
Meanwhile, according to a survey by the Ministry of Science and ICT, it is estimated that the fees to be borne by domestic companies due to Google's forced in-app payment will increase by 88.5 billion to 156.8 billion won.
